From his and most Gotham's perspective, he's in the right. He's watching these bad guys go in and out of Arkham like it's theme park and nothing changes. Of course through Batman's pov we've seen Harley change for the better but his sole experiences aren't gonna satisfy people like Lock-Up.

Such a weird ep, sorry the man can keep literal menaces in line. Dude had them to terrified to talk back, and had them acting meek and submissive. He single handedly was protecting all of gotham, let's see how fast after he was sent away they go back to being a revolving door.
