I'd say no. It's an anime with western influences. None of the (many) western shows that are clearly influenced by anime are considered actual anime.

Dragon Ball and Pokemon are /co/ approved. But I do agree with you. P&S has a good look and some comic influences, but besides that, it doesn't have much of a crossover.

I mean it has Western animators working on it so it isn't that much different from things like Avatar. So it's honorary /co/ at the very least because upon first glance a normie wouldn't be able to tell it's even anime.

ATLA and Teen Titans aren't allowed on /a/, so I don't see why Panty and Stocking would be allowed on /co/. It's clearly an anime.

I've only ever seen DB sneak in through Toonami threads, by virtue of Toonami's interstitial segments being Western animation, or through stuff like "Superman vs Goku" hypotheticals. I don't ever see Pokemon unless it happens to come up as a topic for discussion in an unrelated thread.
