If the character is already conventionally attractive, on-model. Otherwise, off-model is better, but that's dependent on the artist in question. I can't, for example, think of a single character Shadman's done that was improved by his grotesques. Contrast that with someone like Swain who definitely has his own style when he's drawing something, but maintains a level of 'respect' for the original style. Hard to quantify, but it's apparent when it happens.
