It's more like "all of Peacemaker S1 is canon except for the Justice League cameo, we're retconning them into the Justice Friends", the alternate universe in S2's story isn't supposed to be the DCU, just a timeline where Peacemaker is actually respected with his brother alive and a good relationship with his dad.
