Are these three Marvel's biggest, most notorious jobbers?
Do you think it's true they are too OP to not worf them at the first opportunity during the big events? How would you fix them so that they don't come off as so easily beatable?

Yeah it's one of those things where the existence of these characters pretty much would trivialize tension in whatever story they appear in- so you have to find some way to incapacitate or otherwise underpower or disappear them from the plot. It's not fair for the characters but it is what it is.

That might be true for Surfer with his speed and Ghost Rider with his stare, but I don't think Black Bolt has anything inherently broken. He's just historically incredibly unlucky, maybe because it's hard to write him due to him rarely being able to speak and Inhumans do not really have a stable enough foothold in the Marvel universe to get major plot armor during battles.

Fair point Black Bolt is honestly just difficult to write well and very often just ends up grossly underutilized

A big part of the problem is not many writers or editors even seem to know Black Bolt has other powers as well as his voice. There are times he gets defeated in situations where he shouldn't have lost, just because the writer had no clue about his full power set. The opening of IvX is a big example.

His power is functionally a bomb, it either destroys everything or nothing. That said nobody seems to remember he has control over electrons or that he is a kungfu kind of brawler
