Scorpion and Tombstone aren't really goon tier though. Could easily carry a movie with their powerset and characters, as well as their ties to Jonah Jameson and Robbie Robertson. Hobgoblin is super-powered in the comic. Not at first, but after the Lefty Donovan incident he recreates the serum (supposedly without the side-effect of insanity) and becomes as powerful as the original Green Goblin.

The only thing I'd wonder though is a big part of the original Hobgoblin comics was that we heard from the unknown person behind the mask a lot. I wonder how they'd adapt that.

If you do the Hobgoblin saga you could also bring in Jack-O-Lantern, The Rose as side villains.

What I was saying is that I don't particularly care for adaptations who are weaker than their comic selves (which is usually one of the way MCU handles things considering how many villains they nerfed so there's a chance of that happening) and "recreate the Erskine's formula" plot is a very likely way they would give him superpowers as there's a precedent for that.

Spider-Man is mid, basic as hell. Spider-Man 2 is slightly better but it still comes out just fine. Spider-Man 3 is the best in the Raimi trilogy simply for being the most entertaining.

Nope. Tombstone's meant to be mob boss-tier at least and Scorpion's a major enemy. Reminds me of the comments from 10-15 years saying Electro, Vulture, Mysterio couldn't carry movies when they're all major villains in the comics even if not Goblin/Ock tier.
