I usually associate those kinds of books more with the Tumblr style, many Tumblrites are weebs who got their start in art buying one of those autistic ass books and later had their art evolve into this.

Many of those autists are people who want all their autistic fixations combined into one thing and then add on top of that a madcap, Mask/Jim Carrey-esque, Looney Tunes humor where the protag's engage in 90's surreal humor/references, and classic cartoon humor constantly as well as appear superior over their antagonists at every turn, then you have the fetish power fantasy that many autists want. Plus it's easier for autists to draw. It's also funny that Dobson hates anime so much when TMS and other Japanese studios animated so much of the shit his ilk likes. At points western cartoons animated by those studios would look anime-like anyway and guys like Timm took inspiration and appreciated eastern stuff.
Autists also like easy to read expressions. As for the name, I'd just say 90's how to draw book style. Some are more like Tiny toons while others kind of veer into Hembeck or Cathy type style for the bodies while the eyes are like the most generic western style imaginable.

And webcomics died off in sameway that sunday newspaper comics did, it was just obsolete media. Public video uploaders in the mid 2000s like youtube was the beginning of the end for that type of media on the internet.

Sunday syndication comics have mostly been handed off to run in perpetuity without their creators. Publication rights affords them a passive income for life. Not totally obsolete, just changes forms you're probably used to.

If I am understanding your implication correctly, there is not name for the "art style" because it was the predominant art style for newspaper comics and cartoons for around 50 years, from 1950-2000 at least. The whole white eye-black outline-black iris dot was used in old Hanna Barbara cartoons and comics like Peanuts back in the 1950s and was still used in Batman: The Animated Series in the 1990s. If you wanted to name it, probably "newspaper comic style" since it was mostly done to give an easy-to-read eyeball for black and white comics, and a lot of these early webcomics were specifically trying to mimic newspaper comics when they started.
