Depends - there's tons of local small conventions in regional cities. Your Omaha's and St Louis types. If they budget well they can rent out an arena or auditorium and rely on volunteers for most of the heavy lifting. The real issues is having the finances to pay for the guests that will attract attention.

A lot of my local conventions are run by non profits where the board is a bunch of old heads. For anyone who's willing to take on a surprising amount of work, the old guard is often desperate for people to replace them
