Luthen didn't know about anything that was going on at Ghorman. All he knew was that the Empire was interested in the planet, and it being a rich core-world, would make it more easy to use it as a wake up call to other people in the core worlds, that no planet was safe from occupation.
The Ghorman liberation group were just useful idiots, whom he could goad into doing something stupid, so that the Empire would have to crack down on them.
He knew that some innocents would get caught in the crossfire, he even hoped for it, but he had no idea just how bad it would actually turn out, or that the Empire already had their own plans set up.
And in the end, while his overall plan worked, he still failed at the smaller parts, because it wasn't an act of terrorism that the Empire would crack down on, but instead a peaceful protest that they themselves had masterfully lured in, and crafted a whole narrative around.
Luthen could have stood back and not done anything, and he would still have gotten his martyr.
Andor is about people who think they're in control, without realizing just how little in control they actually are, with most failing because of it.
