Luminous is able to control the same energies as Wanda without any magical knowledge or training, but she doesn't seem to be able to use them to warp reality or cast actual spells

Of course none of this really accounts for the retcon Robinson made to her origin, after Remender's, where Wanda was always destined to become a Scarlet Witch because her maternal grandfather was the Scarlet Witch and her biological mother, Natalya Maximoff, was also a Scarlet Witch who practiced witchcraft

As far as I understand since Magik was a thing, the X-gene can grant you control over basic aspects of the universe/physics/etc. Magik gets a direct connection to a dimension close to the main dimension and Scarlet Witch gets to tap into magic due to that mutation because magic is also dimensional power in the Marvel Universe. You can headcanon/handwave that the reason why her powers were always ambiguous is because the main researchers in the mutant gene don't also overlap with magical users, so they tried to explain her powers through scientific terms. It also explains why Agatha, an actual witch, is usually the person she relies on to supress/contain her power depending on the continuity.

The X-gene basically just allows Wanda to manipulate magic in the same way it allows Magneto to control magnetism, a basic physical aspect of the universe.

It's just interdimensional powers. Magic and Science in the marvel universe are much closer than in the DC universe.
