Barbera screwed up the ceremony by not being a virgin when she pledged to become a bride of Urzcatarga. I would imagine that a woman who did it properly would be fully in control of her abilities and forms, not subject to constant hunger and physical pain, and would probably be an actual jungle cat instead of a weak cheetah.

All DC has to do is rip off that Catwoman cartoon and have Cheetah be a lawful-evil girlboss who jets around the world in pursuit of money and power and uses her catgirl form sparingly. That gives her direction, agency, a human form with which to attend cocktail parties in slutty outfits, a monster form for fight scenes, vaguely ryona-flavored magical girl transformation sequences, etc. All the traits a villainess needs to be compelling. The stuff about her getting a raw deal from her patron god needs to be toned down or ditched altogether, it isn't that interesting and she just doesn't work as a sob story villain like say Mr Freeze.
