I still have no idea what a deconstruction is or why Watchmen is one.

A deconstruction is just something publishers say when they want to sound like their comic book is more clever than it actually is or what dullards want to say when they still want to read super hero books but are afraid of being seen as childish so they have characters swear more or do drugs. The concept doesn't actually exist. It's just an added layer of irony in place sincerity.

The deconstruction aspect is that the non-powered heroes are largely ineffective while the one guy with superpowers completely alters the political, economic, military, and scientific landscape.

Essentially it's taking idea in fiction and playing it straight to the point it becomes ridiculous. To point out how some accepted conceit in a genre is absurd when taken on its own in an otherwise realistic setting without the normal structures provided in the genre to make it sensible. Watchmen, like most of the standout superhero comics from the 80s and on, is a revisionist work, in that it takes an existing concept and reimagines it in a modern light with modern beliefs. Basically, it takes a non-traditional approach to the genre.
With Watchmen, Moore essentially turned the superhero genre on its head by merely adding a hint of realism here and there.

The part dullards always forget is that it's not enough to just tear down a type of story. You have to still reconstruct something with the material. You can't just write something cynical and say LOL SUPER HEROES DON'T WORK.

I don't think I've read a superhero comic that intends to just tear down the genre and then just leaves it in pieces. Maybe some of Millar's stuff felt like that.

Deconstruction? Watchmen is more of a noir plot, in this case, a whodunit plot with superpowered people. Miracleman and especially Swamp Thing felt more like a deconstruction, seriously, he literally deconstructs Swamp Thing down to his anatomy.

After reconstructing his entire body from the inside out he probably just didn't care anymore. There's also a question that bears thinking about, is his skin really skin? As in does the physical process of constant replacement of the skin happen? Does he have to artificially force the process to occur? If that's the case maybe adding hair on top of every other previously automatic process was just where he stopped.
Otherwise another pertinent question, is his his shit blue?
