So why exactly did they never reveal they could talk in front of the grown-ups? Does it run on Toy Story rules?

They physically can't, it would sound like complete gibberish to them
I guess in the Rugrats world as you grow older you forget how to speak baby

They do talk in front of the grown ups. It’s baby talk that only ages 0 to 3 could understand.

Angelica and Suzie were 3 years old so they’re in that transition age where they could speak baby talk but also now speak grown English so grown ups understand them.

That was the entire point of the show, how could you not get that?

Then why don't Angelica and Susie translate for them? Never once do the toddler characters say "Hey aunt Didi, Tommy said ______". They all act like it's one big secret

They never asked
That or Angelica and Susie are too stupid to realize "that might be interesting to tell them"
