Him being some weird creature manically jumping around the room that Charlie and Pim are amused by is what makes the joke work. You think he's just silly flying all around erratically but turns out he's stealing stuff. If it was just a normal dude and he bumped into both Charlie/Pim all suspiciously and stole their wallet, watch, etc. then it's just a guy pickpocketing their stuff. There's no real twist to it.

This short is the turning point for Smiling Friends in terms of public perception shifting.
It didn't happen yet, but by the time season 3 comes out a good portion of zoomers from xitter will do a complete 180 on it and pretend like they've never liked it in the first place.
