I think it started with the usual "why doesn't Batman kill the Joker" posts, and for some reason people were using DCAU Gordon to rant about it. At some point, somebody must have instead jokingly had Gordon want Batman to rape the Joker, and a meme was born. It died down after a while, although it briefly made a comeback due to Joker: Folie à Deux showing the Joker getting raped, and it actually worked at getting Arthur to give up being the Joker, proving Gordon was right all along.
