Honestly unironically Beast Boy. Sure he was a bit of a creep around her in NTT, but Kory due to her tamarean culture probably never minded it too much. When they are both older, Gar is pretty similar to Dock, but not as cold nor distant. She would probably appreciate he is open with his emotions.

But since Beast Boy and Raven are a couple these days instead, just make Donna and Kory lesbians.

No one. That's the thing that doomed Starfire as a character. Her species literally is incapable of moving on. So she's forever stuck as Dick Grayson's blowjob. She only exists to suck Dick Grayson's dick. This is her tragedy as a character. You would need to outright retcon Starfire's species as being able to truly conclusively move on from their first love.

But the problem is that no one cares about Starfire. Much less to give her anything solid that to make her a full realized character she's stuck as what she's always been known as Dick Grayson's Blowjob.
