Yeah, in a way its almost a deconstruction without being too on the nose about it. "Status quo" gets shaken literally every "arc" and it ends really sad.

as a general rule? no. a lack of guns generally leads to more creative tactics, more dynamic swashbuckling approaches, and it allows heroes to more freely use their offensive powers without being constrained by the weight of mortality, they can choose whether to deliver a stunning blow vs a mortal wound, though admittedly this last bit is not unique to guns and there are some work arounds.

I think it'd be cool to have some superhero with a proper combat powerset to also quietly have a holdout pistol. Have some all is lost moment where his back's to the wall, his powers aren't gonna get him out of this jam... but thankfully he has a mundane as fuck solution! Always pays to be prepared!

DC's multiple attempts to copy The Punisher
Silver Sable and Peacemaker who aren't heroes.
And the New Mutants twice, firing weird sausage-shaped GI Joe pew pew lazors.
Oh and edgelord Spawn, I guess he used a gun once or twice.
