The one to blame was reddit's favorite Jeff Kaplan. He fought with and nail to keep a small team and make the little pithy pve mmo he was trying to make before OW was greenlit. As much as I hate Kotick, he wanted to give Kaplan a massive team to work on the game, the pvp aspects of it, and jeff said no, and sabotaged it for 4 years where he drug his feet, promised pve when he KNEW it wasn't what the execs wanted, and left when he was able to retire.
The only thing he didn't have control over was the netflix deal with the ow cartoon falling through after blizzard poached one of their board members and caused their entire deal to fall through.
