Why him in particular? All of the simpsons are flawed, hell most people in Springfield are. Homer is lazy and incompetent and generally stupid, marge is a wallflower that sacrificed her life for a slob, Lisa is self righteous know it all, moe is a nihilistic loser, barney's life was ruined by and is ruled by alcohol, ned Is a pushover and burns has extreme greed. List goes on.

Bart is a fictional being in a cartoon. The writers don't HAVE to make him an irredeemable brat, they just do, probably because it's the only legal way to harm a defenceless 10 year old. Al is pretty fucked in the head and wants to bone Lisa, everyone knows this.
