Both can be fun, but in modern times, they can only really get away with the first, with Cobra being something like a rival mercenary force that's paid to acquire whatever it is they're investigating or fighting to sell on the black arms market. We're past the point where we can just have two human militaries going at each other in a kids' cartoon even if they're just shooting lasers of vague lethality. I honestly just want to see pretty ladies in uniform being badass with weapons, but there's no way that wouldn't be fucked-up somehow by modern writers, by either making them unfeminine or fridge-shaped.
