They're canonically pretty old. They were locked in the water tower in the early eras of WB animation. Then they escaped in the 90s for the classic series. I didn't watch the reboot but with those being a sequel that means they're all pretty old at this point.

Legit answer: Tom wrote them as teenagers. This explains why the Warners could get a bit TV-14 with some jokes (and why Yakko and Wakko are easily attracted, cuz puberty and all that). Tom said if he did the reboot he would do some timeskip stuff so I've a feeling this would be more apparent if he did it.
