If you're used to moving your limbs a certain way, even after they're gone, wouldn't their movements resemble the ones made when their limb was still intact? Like for example shoulder movements. People don't usually move their shoulders as much in daily life and rely more on elbows and wrists.
If someone never had limbs, on the other hand, there would be no previous experience to learn from. To them, that would be the limb and that's that, and they'd learn to use it to the extent it allows in a completely different matter someone with a full limb would use theirs before losing it.
