I want to stop johns from taking this ladder to visit a prostitute living in the flat above mine. There are two flats on each level and they go in through a hatch in her roof but exit down the regular stairway. They use this ladder to enter because the exit door is locked from the outside but opens with a push bar from the inside. These customers make a lot of noise all night, and I am tired of being threatened and harassed in the stairway. Any suggestions on blocking this ladder?

You don't need to cut it with a hacksaw - you could use acid to cause corrosion or melt the thing with thermite/acetylene.

Failing that grease or lube would do it... or cover the thing in anti vandal paint.

First, check if the ladder is strongly bonded to electrical ground. It's required by code enforcement, but never actually checked. Get an ohm meter, touch one probe to the ladder and one probe to something electrically grounded, like a pipe or telecoms box, or even an extension cord. Confirm its not grounded (over a 100kohm). Then, measure the distance from the ladder to a known Interior/exterior landmark, like a window or corner. Find the same measurement inside the building. Its probably behind drywall, so use a lighted endoscope. Pull off a trim piece from the top or bottom wall, poke a hole small enough to not be seen when covered, and look for where the ladder bolt is coming through. An electric fence controller/electrifier won't kill anyone without an existing heart condition. They're like $25 used. New ones have zap/fault indicator lights, so you know when someone got got. Get a $5 automatic outlet timer so the electrifier is active only when the ladder is being used nefariously. Also, might could get a very underrated fast blow fuse in-line, like 120/240v@10mA, so it will only happen once until you replace it. A GFCI breaker might work, but it may be too fast to feel much shock. It may also conflict with an electric fence controller due to how they operate.
The person being shocked would probably assume it was very strong static electricity.

A quieter but more expensive option would be to build a ladder door and attach it to the bottom of the ladder. Use chains to tie a piece of board or sheet metal to the ladder to render the bottom rungs unusable. It doesn't need to function as a door. Attaching this wouldn't make any more noise than climbing the ladder.

Tie a rope to the ladder as high as you can, unbolt at least two sets of wall anchors, then pull while standing on the ground. (The angle between your rope and the wall should ideally be at least 45 degrees.) The ladder should yield to your leverage, and the johns won't have sufficient opposite leverage to be able to fix it.

That said, you can and should think bigger: if you placed an obstruction half-way up, you could collect a toll from every john. You'd be like a pimp, but without the legal troubles, and without having to actually manage prostitutes.
