Of these options? Flirty for sure, and it's not even close. The longer ones aren't sexy at all, and the shorter ones are just too overt with no subtlety. Flirty is kind of sexy but also appropriate, functional, and practical.
For some reason to me nothing sexier than imagining a woman in a flowy (preferably the color black) flirty length dress with the wind moving her dress slightly as the dress sits on her lower thighs. Wouldn't be nearly as sexy in a longer or shorter length.

Not a bad idea, actually. Then the dress sort of becomes an extra long shirt. Which is kind of what dresses in general actually are when you think about it, since you usually put the shirt on and then the pants on, but with dresses all you do is step 1 and skip step 2, lol. Not quite sure I understand your logic here. You say knees are unattractive. But shorts just above the knee already expose the entire knee. Any higher would just simply show thigh, not more knee. So if knees are unattractive then just below should be correct, not just above.

I do kind of agree on this part. Showing thighs or showing calves is better, but knee-length is an awkward place because the emphasis is on the knees themselves rather than the much sexier thighs or calves.

Everything you just said is basically 100% accurate! Especially the things about kids wearing short skirts. Unfortunately, a lot of trends from young adults and teens tend to trinkle down to kids, regardless of how slutty looking. Most mainstream anime tends to have the super short skirts, but if you dig a bit deeper you'd find plenty that don't. Same goes for anime that always have the "mandatory pervert character." Most mainstream anime has them, but a lot of anime don't.

Flirty is already pretty darn short, literally no need to go shorter than that.

This reminds me of memories of junior high art class. The tables in the room were arranged in women teachers' beloved group clusters. Wow. I have a really similar story. So in high school there was this girl who was in charge of putting up posters. And she asked people to hold the ladder while she was putting up posters.
