Black chelseas are excellent with a navy suit except for business formal. Adding a tie sounds like you're going for business formal though, so consider black oxfords.

Same for the button down shirt. A better option would be an actual dress shirt.

A navy blue suit will definitely clash with a black shirt, for example, using black shoes and belt or suspenders is acceptable.

For the ensemble of your pic you can either combine with lighter shades of blues or contrast with different reds. I would avoid brown, purple, orange, white and black ties. Yellow and green are doable. But the ensemble is too solid, I would definitely go for some kind of pattern, stripes preferably.

I have a wedding in a few months, I was thinking navy suit + black chelseas but I also wanted to try out the turtleneck + suit combo and I'm not sure what color would fit that, any advice?
For outerwear I have either a camel overcoat or navy wool mackintosh but that's probably not very important

If you want a little visual interest without going too crazy on the pattern try looking for gabardine/birdseye woven ties. Hard to go wrong with Navy.
