would a cheap straw boater hat be suitable for a suit?

It can work, especially with something like a striped seersucker suit. I'm a bit more hesitant to say just throw on with any suit however. In that case I think a Panama is more versatile.

Because the hat looks cheap, or maybe the problem is the boater itself?"

If the suit has texture, especially if it is in a light-weight fabric like seersucker, linen, or cotton, then absolutely, it can work. Make sure your clothes fit generally well before attempting such a statement piece, though. Boater hats are acceptable according to the dress code for the warmer months. Felt hats are for the cooler months, and those in-between warm and cool months. Try to abide by traditional hat etiquette if you could.

If it's for the look then go for it, but if it's for breathability then find one with weaves you feel large enough to provide air while you're walking. Don't forget that the shape of the suit must also have vintage characteristics because pairing it with a modern suit will surely look odd!

I din't do it.
Guess I'll stick to using it only on casual occasions. In ordinary outfits with shirts, it probably won't stand out enough to irritate detail-sensitive purists.

If you want something for the warmer weather, I'd go for a Panama styled hat. Boaters are incredibly hard to pull off.
