how do you decide between black and brown shoes? all my shoes are black but i'd like to buy some brown shoes.

I just never wear black anything personally. All my shoes are various shades of brown, my suits various shades of grey and navy. I have no black hoodies, black jackets, black tees, nothing.

I have black but only wear it in the winter. Otherwise it's various shades of brown, burgundy and blue for shoes. Black is not bad if you can combine different textures of black clothing with black shoes or boots. I guess it's a NY thing.

Wear brown with chinos or any country coded trouser (i.e. corduroy, cavalry twill). Stick to dark brown shoes. Town/Country rules are not so strict anymore, only time it applies today is for things like norfolk jackets, safari jackets, etc. Completely acceptable to wear tweed sport jackets, brown loafers/chinos, etc. in a city.

The oxford is a casualized lower-cut version of an earlier dress boot called a Balmoral Boot today. Dress boots are inherently more formal than dress shoes, for the same reason that loafers are more casual. Since this end of the formality spectrum does not exist anymore in general (i.e. more formal clothing like morning dress) this distinction is antiquated.

boots are actually less formal, since they're for outdoor use. notice the broguing in your example.
you're implying that it is the height of the footwear that makes it more formal. this silly, since when dress boots were a thing they were a slightly dressier alternative to the giant hessian boots worn by horsemen.
also the most formal style of shoe of all is the court pump, which is cut even lower than a loafer.

These days it's more about what colour of shoe matches best with the colour of the other things you're wearing. Brown shoes look great with a blue suit, brown shoes look awful with a black suit. Both brown and black shoes look fine with a grey or tan suit. Also make sure all the other leather you're wearing is the same (or close) colour as your shoes. For example brown shoes with brown leather belt and brown leather watch strap.

There is no contradiction. Dress boots are daywear and pumps are nightwear. They operate within a different logic because of this. Daywear is also inherently less formal than nightwear. Boots are also not necessarily rugged- it's just that we do not wear formal boots anymore.
