High rise pants were the norm throughout human history, because they're more comfortable and sit at the natural waist. Fat people have always existed. Fatties before the 2000's weren't wearing fat affirming low rise faggot pants. Low rise became the norm because it was a popular trend in the late 2000's and persisted, especially because modern fatties like to stay in denial. They don't want to wear pants that reveal their actual waistline. So instead they wear pants that align with their crotch line.

If anything, high rise is much more flattering on fatties, because it doesn't accentuate their potbelly by propping it up from below like low rise pants. It instead blends their belly into their thighs making it look more like a part of their legs, which also gives the illusion of longer legs and short torso and as a result not as big of a belly either.

mid and low rise pants have been around for as long as men have worn pants making appearances throughout the decades but they were different than what we have today -- worn off the hip but looser and pleated usually.
