In general you are correct, but this really does depend on the tailoring house. Additionally, not everyone wants to schedule in the time for multiple fittings, or even want to wait for an MTM or bespoke to be completed. RTW from a good place with some tailoring can be just fine. Taking in the seat and the waist is a very common alteration.

The problem with this style is that it only works in where it began: England, New England, other cold germanic places. If you wear this anywhere else you'll sweat out half of your body's fluids if you're ever outside of AC for longer than 5 minutes. I do like the way it looks, but it isn't very practical

Are you really that thick? It's just a name for an aesthetic, not an actual fucking uniform for a specific job or interest.
Look at old university professors from the past or bookworm types in movies, etc. People liked that style and wished to emulate it; obviously that led to this particular 'genre' of clothing ending up with a name that correlates where it originated.
