maybe. you measure from the edge of the 4 way seam to the top of the front of the pants. if the butt hangs below the 4 way seam like on some pants you don't include that for a front rise measurement, it's part of the rear rise.

the rear rise is completely independent of the front rise. a lot of pants are cut to have a large difference between the front and rear rise, for guys with big asses. i look for pants like that myself. some of my trousers are like 11-12.5 in the front but 15-16 in the rear. speaking of, if you have seat fit issues this picture is probably helpful for you.
