Does IPL work to remove rogue hairs permanently? I have quite a few singular ones that spawn in random places where they shouldn't.

it says it's not permanent but will cause less hairs to grow since it is killing follicles with each use
i honestly wanna try it for my own body hair since i get ingrown hairs with trimming, but i don't know how i would do my back hairs and areas i can't reach
