your arm's one of the few areas you probably won't die if you get stabbed, so a cloak or jacket can act as a shield. with only a little bit of practice you can learn to wrap and unwrap it quickly around your arm and whip it out. this both greatly extends your range and disrupts your attacker's vision, which can create an opportunity to either flee or rush your attacker down.
