It's because of the shape of their hips. Low waisted clothes are extremely uncomfortable and everything spills put when you sit down, even if you're rail thin. High waisted is more comfortable, but too much fabric past a certain point makes your body look dumpy due to the shortness of being female and the width of your hips. Again, weight doesn't matter (although it's more comfortable and can hide more for heavier women). Ultimately, what women can wear and look good in is pretty limited without a massive wardrobe. High waisted shorts are easy to pair with a lot of cheaper clothing items like band shirts, blouses, crop tops, and bralettes.
