Use lots of lather, make sure the blade is sharp or use a new one. Make sure the skin is taut, shave with the grain. This pic looks like you are either using a dull razor or shaving against the grain. Best of luck!

I'd also like to know this. I shave with the grain, cleanse with benzoyl peroxide afterwards and use an aftershave that doesn't have alcohol or perfume and I still get bumps on my neck

This. I've been using a trimmer for almost a decade and the few times that I decided to try a razor again, I immediately got spots on my neck and chin. Never had the issue with a trimmer.
It is also much cheaper in the long run.

change your razor more often
don't apply pressure when you shave
shave the long parts off with electric and then lather and use normal for rest
more foam
don't shave against grain
use a oneblade or something if the above doesn't work

Use a safety razor. I dunno why people bother with disposable razors. It takes a modicum of learning how to use one but they're SOOOOO much smoother and leave your skin feeling the way it was before you shaved. Meanwhile disposable razors make your skin all weird and tingly because they tear it up.
Either way stop using electric razors immediately.

Shower before you shave to soften the skin.
Use a shaving cream, not an aerosol spray can.
Use a safety razor with razor blades, don't use disposables.

there probably is a direction, it's just not down or it's not consistent across the entire fneck. Try to find where it actually goes and shave with the grain

Interesting take. My understanding is that blades swell in the heat and make them more prone to clogging and dullness. I always rinse the blade with cold water, it also helps close up the pores on your face and soothe the skin. Ultimately it's still a sharp razor and will do the job regardless, so it comes down to personal preference and comfort.

splash of alcohol after reduces the chance of chicken bumps (its caused by bacteria/dirt getting in the pores) but hydrate after
safety razor and no pressure + learn the direction your hair grows + only do with the grain and CROSS not against the grain passes if you want an extra close shave + use a trimmer first to get it short + everything else already said in here.
i will also add:
irritating chemicals and fragrances in canned shaving foam is a common cause of irritation. can foam also doesn't actually lubricate. get a scentless tallow soap/cream that comes in a dish and get a brush (cheap synthetic one and throw it away when it smells or silvertip badger hair and keep it forever)
less aggressive blade or angle of attack. if that doesn't work you might wiry steel wool type hair in which case try a more aggressive razor instead.
if you don't have a safety razor yet i'd suggest an adjustable so you can play around with it and find what works on your skin.

i shave hot too. it might make blades go dull faster but i already get plenty of shaves out of a blade. it might make them clog more but rinsing it under the sink slightly more often and covering slightly smaller areas isn't a big deal.
some people really swear by shaving cold though. try both. in theory cold skin should be less prone to shit getting in your pores but in practice if you have dry sensitive skin you just don't get good shaves off cold water for some reason.

some people use the same blade for the whole fucking body, don't do that. keep one for your face only
put a mirror in your shower and shave at the end, so all the hot water and steam can soften your hair and skin as much as possible.
try different blade brands. if nothing works, just use a trimmer, build up some skin resistance and try again a couple of years later
