Men are still usually expected to wear ties so being significantly unbuttoned looks odd even without a tie. Women haven't worn any neck wrapping like a tie for a long time so people are more used to seeing the buttons be undone. Many women's tops are also cut deeper as well, so again people are just used to seeing designs like this.
