good tees are more like 20 on up to about 100 bucks now days.
you can get dece beaters like printing blanks and kirkland signature in that price range but they don't hold up in the wash super well.

he could also get vintage 50s/60s/70s undershirts still in the pack for around $20-30 a shirt if he's fine with thin ones that only come in white. they're single needle and have a sexy fit though, great in the summer. they sometimes yellow but a bit of fabric bluing in the wash fixes that right up quick.
