This includes cops, btw. We need something more like the draft, where the most unwilling civilians are given the guns and deputized, and the people who spend all their waking hours fantasizing about how to manufacture a pretext for blowing someone's brains out are kept far, far away from guns.
Maybe there could be some kind of psychological fitness test first just to make sure unstable people aren't randomly given life or death powers, but otherwise, the best answer is more guns, less power tripping sociopaths who desperately want to use them.

I would like to know as well. Usually I put everything in my coat/jacket minus the phone, but in the summer this quickly becomes impractical when it's too hot for a jacket.
