As a recovering autistic NEET, how do I into fashion? Everyone seems to know what they're doing, where to buy clothes, what looks good on them, except me.

You aren't alone. I was a spergy computer nerd and my parents didn't teach me shit. So for years I stumbled and made a lot of mistakes.
Start by figuring out your body type, skin colour and tone, and dress in clothes accordingly. Knowing what colours match your skin tone/temperature can help you look really well. Focus on clothes that show who you are and are quality vs quantity.
If you are in the USA I highly recommend Brooks Brothers. In my experience the staff there are knowledgeable and will even help you in person.

Just don't wear graphic tees, sweatpants,snapback hats, skateboarding apparel/shoes, hoodies, anything juvenile.

Button down shirts look good on everyone. Buy jeans or casual pants in your size. Buy blank white t shirts from Walmart. Get a pair of neutral leather shoes or similarly style boots. Take a trip to a thrift store and purchase multiple outfits following the original avoid list. Wash your hair, style your hair, groom your face. Do this and you will mog manchildren while appearing normal and well adjusted to high fashion geeks. Dont start wearing huge jeans and other in vogue items or you will be left behind in the dust.

Yeah I don't get that, In the fall/winter I often dress like picrel on my casual days and because I'm not in pajama pants or "urban street wear" people still say I'm overdressed ffs.

Idk im sorta new to this stuff too but id say just start going to whatever stores and trying shit on and just decide for yourself what looks good and doesnt look good. Id also recommend try out larger/tall sizes and clothes to figure out what fits your body the best. At the end of the day it's all subjective anyone so no matter how /fa/ someone actually is they'll still look like shit in someone's eyes
