Everytime oversized or bellbottoms (Flare is a cope word to sound original and unique) become a thing again people end up doing this. It is gross and it would be so easy to just hem the pants to "float" above the actual ground, but still cover most of the shoe. Recently I saw a zoomer complaining about ending up with that by accident and saying it "ruined the look" if it didn't actually drag.
