How often should I be conditioning my leather shoes? And what about dubbin vs mink oil?

After they dry off after getting wet. Depends how often that happens. If they never get wet and it's dry and dusty all the time, you should brush them clean and oil them once or twice a year. If the leather is pilling or cracking it's way way too dry.
Dubbin is synthetic/petroleum based and mink oil is natural. I prefer mink oil because it seems to 'soak in' better and not leave a greasy finish that you need to buff off, like with dubbin.

Wax/dubbin for regular maintenance keeping it water-resistant, it's a protective layer on the surface. Oil based stuff once or twice a year after a good cleaning. Oil penetrate the leather nourishing and make it soft. Too much and too frequent application of oil can make the leather too soft.
If you have fancier leather footwear it's worth buying better oils and conditioners made for more delicate leathers.
