Some cities in Japan, like parts of Tokyo, are the closest you will find to a whole mass population of people dressing like this, outside of just cosplay conventions.

This image is adapted from a fantasy from the 1970/80s of how people in our time might dress given the ongoing revolutions in synthetic materials and the collapse of social mores that had come about because of postwar reforms. I doubt any place would ever dress like that.

Present tech is just the cutting edge of 40-60 years ago applied in a context where it has become cheap (liberty ships in 1940, microelectronics now, the rifles musket in the mid 19th century, etc), so i would say the closest thing to your pic we are likely to see is girls clubbing in tight synthetic dresses in Newcastle upon Tyne.

Nobody. Clothes that look like this simply don't have any high quality manufacturers outside of the designer and high fashion industry, which the average person isn't interested in and can't afford. The alternative is alibaba temu tier cosplay type shit, or custom making your own clothes.
Cyberpunk/scifi media has also made it so that it could never organically become trendy or fashionable. It will always been seen as someone LARPing or cosplaying a fictional aesthetic.
