Why is bald seen as universally unattractive when black and hispanic men are either bald or have a super short buzzcuts and no one cares? Does the hairpill only affect white and asian men?

Blacks and hispanics are usually bald by choice. So that comes of as a power move. You can tell they aren't really bald because you can see the "5 o clock shadow" on their shaved head. But when you're actually bald, that's more like a sign of genetic inferiority, shitty fitness, or aging.

Black dudes really pull it off well because the follicles blend in to the head, so it just glistens. To a lesser degree it is truer for latinos and there was also that cholo culture that normalized it. You might have a point for asians but honestly dude, the bald look is something all dudes can pull off unless they got weird flaps and ridges in the back of their head. Hella white dudes rock that bold look and do it well. Military dudes, cops, prison guards, or just random white dudes, maybe skinheads even.

Masculinity in hair and fashion norms is rooted in uniformity, utility, and maintainability. Buzzcuts and bald shaves are the achievable styles that check off those boxes. Also usually associated with blue-collar work.

White people are expected to be white collar career professionals and have the luxury of freedom without needing to use performatively masculine grit and roughness as a personality crutch.

i think there's a purely visual part to it too. black guys tend to have rounder face/skull shapes which look better bald and there's less visual contrast between their scalp and hair when it thins out or balds.
