calves are genetic
some muscles sizes arent determined by genentics some are.
Forearm size for example is because of wrists. Same with calves some people can get giant quads and have tiny little baby calves

For every fat person you see with good calves, theres 100 fat people you see who are extremely out of shape and its impossible to tell of their fat trunk legs have muscle or are columns of solidified fat

I have the opposite problem. I think its because I've been taught to walk wrong by not engaging my glutes more and over using my calves
