If I have a lacking muscle part, like traps for example, does that muscle part still have "noob gains" in it?
Is it possible to make my traps bigger while in a deficit by using this logic?

In most cases no. Noob gains are mostly—MOSTLY—CNS related, as you learn to fire more fibers at once. Once you exhaust that and maximize the weight you can move, then you're maximizing mechanical tension which is the driver of muscle hypertrophy.
