high no, medium yes, if you're very active (besides lifting). Low fat diets really really suck, but you can get everything you need with 50 grams of fat a day. You'll be miserable but lean and buff. Carbs are better for a lot of reasons (assuming you eat maintenance).

You would know that if you ever went on a low carb diet cut.
If you eat low carbs but don't go into ketosis your hormones crash but don't ask me why.
Meanwhile if you eat high carb / low fat / low protein you will get fat but your hormones will be fine same with a high protein / medium fat / almost zero carb diet.
