Water is H20. Anything that has more than that is now water with something else. Is water with some trace minerals still water? Tea is just water with more minerals and such in it. Bit by that logic, water stops being water when it is no longer the majority component. So what about juice? Is that still just water with fruit in it? What if it is 49% water? Is it now something else?

I think tea is a form of water, but it is specific enough that if I asked for water and was returned tea I would he miffed.
