My dad a while ago, who btw is very, very anti steroids and hasnt taken anything in his life, said that HGH is like steroids but without the side effects. Is this true?

No, it has different effects and different side effects.
If you're thinking of taking anything: not worth it, ride the puberty hormones out first, check again once you're 21 at least.
If he's considering it for himself: no, he should do a blood panel and check if he needs trt
