Cardio is intended to increase contractile strength and endurance of your heart, walking doesn't do that. The only way to turn walking into cardio is if you walk up a very steep hill or mountain, or you add load like with rucking.

Cycling is fun and effectice but you do look like a fag and it's effectiveness is entirely dependent on your equipment and availability and quality of your local roads/trails. Swimming is excellent but you should know that swimming is a technical sport not an endurance sport. If you didn't grow up with a sport swimming background you're better off just sticking to running.
I split my cardio almost 50/50 between running and swimming these days. I've always had phases of life where I was competitive in cycling and rowing
