Why won't they let you give blood when you have high blood pressure, even though giving blood would help lower blood pressure?

Often the cause of high blood pressure is imbalance of electrolytes. Now imagine a guy strugling for his life. Obv he would have a high blood pressure as your body raises it during infections or after surgeries. And he gets a blood that ibcreases it further...
