What's written in that picrel is completely correct.
Try doing a full body workout, all sets to failure, as close to zero rest as possible between sets. You'll see for yourself that it's way harder on the cardiovascular system compared to steady state cardio.

How about sprinting for an hour, but periodically switching body parts? That's what it's like. It's a sprint with the chest, immediately followed by a sprint with the back, then a sprint with the legs, then a sprint with the shoulders, etc. It's way harder than an hour run.

That would be great if the key to improving cardiovascularly was in high intensitiy training of the cardiovascular system. However the key to training the cardivascularsystem lies in variance of training with higher emphasis on the lower end of strain for higher volumes.
Training at heart rates based on lactate thresholds at various levels, or zones, shows greater improvements in overall cardio health and endurance.
Primarily in zones 2 and 4 which are sub-lactate and lactate threshold. This should be seperated as about 80/20 of zone 2/4 respectively.
Sure you can have some fun training only zone 4, but you will only be improving in one single aspect of cardio health, not overall, sortof like only training your biceps with preacher curls and then complaining that you're entire upper body isn't growing.
